One face-up monster on the field gains 400 ATK, but its effect is negated until the End Phase.

This card is extremely useful against many cards just like the newer Lance. I employ this in Forbidden Control OTK, and Arcana Force.

What this card stops is STAGGERING. I will list a few now...

Dark Armed Dragon
The Dark Creator
Phantom of Chaos
Gladiator Beats(All of them)
Elemental Hero Stratos/Ocean
Infernities(most of them)
Blackwing - Gale the Whirlwind and other BW's
Flamvell Firedog
Brionac and most Synchros
Anything with Prio


Things that Benefit from Forbidden Chalice.

Toons - Why? If you have already declared an attack, this is just an extra 400 points of damage
Tribute Monsters... that have that clause with "You can normal summon this card without tributing, if so, do this..."
They get their normal attack, AND get boosted 400 points.

Will this start to replace effect veiler, now that Cold wave is gone?

I personally think that Veiler and Chalice both belong in main or side, if not one, then the other. While this is dependent on your deck, if you're running a normal "reduce your opponent's life to 0" win condition, it's a natural counter for Monarchs, Dandy Synchros, tagging Shi En with Dark Hole after, etc. And it can be chained to Black Rose Dragon.

I do not think it will replace Veiler. If you main or side Dimensional Fissure, then Chalice is the better choice since Veiler can't be played when Fissure is out. Veiler is the better card most of the time because you can just discard it to negate any effect. Chalice can be chained to much more easily.
