Tengu - To 2 or Not? Empty Tengu - To 2 or Not?

It kinda has the same issue as Malicious. It searches itself out, and is kinda imbalanced at 3.

The bigger issue about Tengu is that it's a TCG Exclusive. Since Konami doesn't really touch TCG Exclusives, it might stay at 3 for the next banlist.

What are y'alls thoughts to the Tengu issue?

It will stay at 3 until it comes to the OCG, but then it will go to 2.
